The symbol on Avila's hand is a Francoist symbol, which means that he is a supporter of those ideals--conservative dictatorship. This angers Commander Garza of the Guardia Real because Franco's reign was terrible in his eyes. It also indicates that there are political motives for Kirsch's murder.
