Why does the superintendent call a meeting and what is the outcome of that meeting?

The superintendent calls a meeting because he learns Torey has hired a lawyer to keep Sheila from going to the state hospital. Though the superintendent is not completely convinced, he does agree to back Torey's attempts to keep Sheila out of the state hospital.
