Who is Dopey, or Brad Ackerman from Ninth Key and what is their importance?

Brad Ackerman (Dopey) is Susannah's sixteen-year-old stepbrother. He and Susannah do not get along, and she nicknames him Dopey because she thinks he is the stupidest person in their high school class.
