How and why does Marcus take Kiara to an overpass on page 111?

Marcus and Kiara take their bicycles and wind through streets until they get to an overpass. Marcus takes off his backpack and opens it. Inside are cans and cans of spray paint. Kiara loves to paint, and Marcus has brought her to the overpass so she can enjoy painting. Kiara starts to paint and Marcus fills in her design.
