What is the issue that Mowat runs into when he is getting ready to leave Churchill?

The pilot and Mowat have trouble lifting off at first, the pilot saying "Bloody strange." They jettison some more cargo. They finally lift, but are forced to fly low to the ground because the aircraft couldn't fly any higher.
