Why do the police react so harshly to the emergency call?

The police set up barricades and begin firing on the crowd of panicking Sense/Net employees because of disinformation coming from the Panther Moderns. The police think that the employees have been exposed to a highly dangerous psychoactive substance that induces homicidal behavior, leading them to shoot first and ask questions later.
