Why does Paul Farmer give Joe a six pack of beer in the book, Mountains Beyond Mountains?

Paul Farmer gives Joe a six pack of beer because he feels it's safer for a patient to drink beer in a warm hospital than it is to freeze on the streets doing harder drugs.
