Why does the FBI want to arrest Miles? What does this mean for Harper?

Dr. Lenz calls Harper and tells him that the FBI wants to arrest Miles because the EROS time vault has opened and there is evidence in there that implicates Miles. Miles has run from the FBI, so the surveillance on Harper will resume, even though Harper is not in any trouble.
