What does the FBI have planned for when they arrive at David Strobekker's apartment? Why?

The FBI plans to enter David Strobekker's apartment by force. They will sledgehammer the door, in case there are multiple locks, so that the killer does not have time to kill Rosalind May, who they are hoping the killer is still holding as a hostage. They do plan to shoot the killer if he resists them.
