How did the FBI track down the doctor they suspected was the killer? What was the result?

The FBI found their suspect because they figured out the killer had to be traveling by private plane. They identified a doctor who was traveling by private plane within the vicinity of each of the murders. They had the doctor under surveillance, but they ultimately cleared him of any wrong doing. The FBI had the wrong guy.
