Why does Toulon approve of Gallimard's infidelity?

Toulon seems to be in the same club as Marc considering Gallimard's infidelity. Toulon seems to have little regard for women or marriage, and applauds Gallimard. Previous to Toulon's knowledge of Song, Toulon believed that Gallimard was dull and judged the people around him for their foibles.
