Why did Toulon decide to keep Gallimard on board with the intelligence division?

Toulon first thought of Gallimard as an organized, but rather unremarkable worker. Toulon would have laid hi off had it not been for Gallimard's drastic personality change. Ever since Gallimard started to get involved with Song, he has become more confident, more aggressive in what he wants. Toulon sees this side of Galimard and decides to promote him.
