Toulon is the head of Gallimard's embassy and promotes Gallimard to a higher office. This backs up Gallimard's belief that Toulon loves to play God with his employees, abusing their emotions and enjoying the power rish that comes with playing with their lives. Gallimard believes that Toulon has a paternal complex towards his employees, seeing them as his children.
