Who is Al Hardy from Lucifer's Hammer and what is their importance?

Al Hardy is Senator Jellison's right-hand-man. Al says he had hoped to win the Congressional seat when Jellison retired, but he knows he can't possibly rule the stronghold after the senator's death. Though not an official ruler, it's Al who keeps track of food, supplies, and everything that might be of use to them during their struggle to survive.
