Who is Mrs. Maddingly from Lost and what is their importance?

Mrs. Maddingly lives downstairs from John Comstor in the Rudge House. She lives with multiple cats, which she is always talking about, and keeps post it notes all over her apartment to help her remember things... the other characters consider her crazy.
