Why is Hornblower worried about the reactions of the Porta Coeli's crew to the mutiny on the Flame in the novel, Lord Hornblower?

Hornblower is worried that the Porta Coeli crew start thinking of mutiny as well. The crew are in support of the Flame's crew and thus do not try very hard in this mission.
