Why does Will believe that Riggs is responsible for his brother's death?

Will believes that Rigg's is responsible for Shawn's death because he was killed near Rigg's turf; because survival tactics is to kill someone before they can kill you; and because Will used to watch crime shows and always figured out the murderer before the cops.... this is why it had to be Riggs.
