Why are the people in Phippsburg allowing Stone crop Sheriff Elwell to bully and boss everyone around?

Elwell pretty much runs the show, as he has all of the town's most powerful and welathy citizens behind him. Note, he also follows their lead.... if they want something done, he does it, or they will find someone else who will.
