Who is Consuls from The Twelve Caesars and what is their importance?

Consuls is the supreme elected civil and military official of Rome, there are originally two consuls that hold office for a year each. Emperors accept the office in intervals and replacements during the year are frequent, to spread the honor around as much as possible.
