Why does McGinn think a Narajo could not have killed Tso in the novel, Listening Woman?

McGinnis refuses to believe a Navajo is responsible for killing Anna Atcitty and Hosteen Tso. He tells Leaphorn that Navajos steal, but only kill during fights.
