Who is James Edward Cogshill from Lieutenant Hornblower and what is their importance?

Captain James Edward Cogshill commands a sloop-of-war. His ship is in port when the Renown sails into Kingston without a post captain. A favorite of Admiral Lambert, the local ranking officer, Cogshill is appointed to command Renown. He also participates in the board of inquiry to determine what happened aboard ship. His main concern, however, is putting Renown's past in the past and getting her prepared for another cruise.
