Who is Tovah from Letters from Rifka and what is their importance?

Tovah is Rifka's cousin. She still lives in Russia. Rifca describes her as smart, funny, and a good friend. Unfortunately, Tovah has a curved spine and so is considered less "marriageable" than her sister Hannah.
