Who do Susan Carol and Stevie see speaking suspiciously in Chapter 5? Where do they go?

Stevie and Susan Carol go to the CBS compound. They decide to walk down to the compound to see if there is anyone interesting to talk to when Stevie sees a shard of light coming from the entrance of the building. Chip Graber and a man in gray suit are looking around suspiciously to see if anyone is watching them and then walking toward the loading dock.
