Had the U.S. not used the bomb on Japan, do you think it would have been used later?

Assuming an alternative both to the A-bombs and a bloody invasion could have been found, both the Americans and the Soviets knew about the potential for nuclear weaponry at this point. Would one or both have still acquired the technology, and one one or both have used it against an enemy in the future?
