How did the drunks in Rome take advantage of the poor in The Sixteen Satires?

Umbricius claimed that there were drunks wandering the streets of Rome, who apparently, needed to fight before they could fall asleep. Those drunks picked fights with the poor because they knew that the poor would not be able to take them to court to sue them over any injuries.
