How did Joey's grandmother used to use his mother against him?

Joey tells his mother that his grandmother used to tell him that she had called and was on her way home so that he would dress nicely and sit quietly waiting for her. When he would act out, she would tell him his mother had walked on by because she saw he was still a bad boy.
