What leads to the violent conflict that takes place in Chapter 68? What do Jack and Tobias do afterward?

Tobias tells Jack that they are being swindled, and soon enough they are locked from the room; Jack kicks the door in and when Mr. Partridge fires a gun at him, Jack swiftly slits his throat and takes the portrait the Partridges were attempting to steal.
