Why does Atlas decide not to call the police about the damage Bib's?

At first, Atlas is considering calling the police about the damage at Bib's. However, when he learns the perpetrator stole croutons, he changes his mind. He broke into a restaurant once because he was hungry. He does not want anyone arrested for stealing croutons.
