What happened when Atlas tried to report Lily's father for hitting him with a baseball bat?

When Atlas was in the hospital after Lily's father hit him with a baseball bat, he tried reporting Lily's father for assault. A police officer came to see him, but the police officer made it clear that if anyone was going to be arrested it would be Atlas, not Lily's father.
