After Cofidis dissolves Lance's contract, who offers Lance a racing contract?

Cofidis dissolves Lance's contract, and his manager, Bill Stapleton, is unable to renegotiate. Bill then meets with the chief investor of the U.S. Postal Team. The two are able to work out a contract for Lance to race with the U.S. Postal Team.
