Who is Colonel Dipa from Island and what is their importance?

Colonel Dipa is the Dictator of Rendang. He is with Murugan when Will first meets him. The Colonel allows Murugan to drive his expensive sports car, even though he is extremely reackless with the expensive machine. Will is suspicious of their relationship.
