Who is Virgilio Morales from In the Time of the Butterflies and what is their importance?

Virgilio Morales, more commonly referred to as Lio, is described as "a tall thin man" with thick, wire-rimmed glasses. Lio is the man whith whom Minerva falls in love. He even asks her to run away with him. His letters, however, are destroyed by Minerva's father.
