How does Tibbs compliment Sam in chapter 4? Why do you think he might have done this?

Tibbs compliments Sam on his quick arrest, ironically of him (Tibbs). I think Tibbs senses that Sam is a descent guy underneath the racism. He would like Sam as an ally.
