Why does Mac strategize about bringing a doctor onto the strikers' camping ground?

The county can pass an ordinance of sanitation and kick the strikers off of their camp ground if there is not a doctor. To ensure this does not happen, Mac thinks about his friend who is a doctor and might agree to staying on the campsite with the strikers.
