In Chapter 7, why does Mac need Doc Burton to come and stay on the campsite with the strikers?

The impending strike is the best situation Mac has seen in a long time. To keep the health department from shutting down the campsite, they need a doctor to make sure it is clean, tidy, and sanitary.
