Who tries to claim the Witch's body in order to provide her with a proper burial?

In order to demonstrate that there were at least a few people who cared for the Witch, the narrator reveals that "the girls from the highway and the odd stray from the cantinas in Villa" (28) went to the police station after the Witch's body was discovered in the canal. They asked for the Witch's body to be released to them so that they could give the murdered woman a proper burial.
