Who is Witch of the Waste from Howl's Moving Castle and what is their importance?

The Witch of the Waste, who was originally a good witch, rescued a falling star in much the same way Howl did. She became a wicked witch after giving her heart to the fire demon and was subsequently banished by the current king's grandfather to the Waste.
