Who is Henry Pallender, Esquire from Hornblower and the Atropos and what is their importance?

Henry Pallender is the Blue Mantle Pursuivant at Arms of the College of Heralds. His primary job after Lord Nelson's death is making decisions regarding the funeral procession and proper tradtional etiquette. Pallender and Hornblower work together in regard to the river procession of Nelson's coffin.
