In Chapter Three, Curly makes another report to Officer Delinko, why isn't the flattening of the tires on the flatbed truck considered vandalism?

According to Officer Delinko, the flattening of the tires is not considered vandalism because the tires were not slashed or damaged... the air had been let out.
