How does Parvaiz describe Raqqa when he first arrives in Chapter Six?

Farooq has named Parvaiz Mohammed bin Bagram, to say that the new Parvaiz is made from vengeance and justice. Parvaiz had not liked it but could not protests and was distracted by Farooq taking his passport.
