Who is Ponder Stibbons from Hogfather and what is their importance?

Ponder Stibbons is a wizard. He led the group that created Hex the thinking machine. Over time, Ponder tries to convince everyone that Hex isn't actually capable of thinking, but all in all, he isn't sure of how the machine works either.
