Who is Mr. Fukai from Hiroshima and what is their importance?

Mr. Fukai is the secretary of the diocese. He survives the initial explosion the devastation leaves him without direction. When the mission is abandoned, Fukai insists he remain. Kleinsorge finally removes Fukai physically, but Fakai excapes from him and is never seen again. He chose to die with the city he loved.
