Why is the Archbishop of Canterbury worried that a certain bill will be passed?

Canterbury is worried that if the bill passes, the church would lose at least half of the money and land that is left to it in the wills of devout parishioners. Canterbury is also concerned that a large amount of what the church would be allowed to maintain would be required to be used to help the sick, the elderly, and the needy.
