What message does Exeter deliver to the French court, especially concerning the king of France and the Dauphin?

Exeter tells the king of France that if he relinquishes his crown, nothing bad will come of the French people; however, should the king refuse, Henry will invade France with ferocity. Exeter then tells the Dauphin that Henry did not appreciate his gift of tennis balls and for that insult, all of France will hate the Dauphin because of the suffering he has brought upon his people.
