In Chapter 25, who begins speaking to Virgil in the well, and why?

In Chapter 25, Virgil begins hearing the voice of Ruby San Salvador, the girl from Lola's story with seven sisters who left her own village to seek her destiny. Ruby was a brave character whose fate was unknown, and Virgil seems to glean some comfort from the voice in his dire situation of being trapped in the well.
