In Chapter 17, how and why does Virgil end up trapped in the old well in the woods?

Chet Bullens threw his backpack with Gulliver inside of it down the well and Virgil descends the ladder into the well to retrieve them. But Virgil ends up trapped in the well because the ladder is missing the last few rungs, so he gets down, but he can not get back up.
