Is the narrator helping Chid when she lets him stay with her in Section 14?

While it appears that the narrator is helping Chid when she lets him stay with her in Section 14, she may actually be hurting him. Although she gives him food and shelter it seems that Chid takes advantage of these things to a great degree. Just like when he wires home to his family for money, it seems they are enabling him to remain weak and needy rather than empowering him or forcing him to take control in his own life.
