What is the dog doing in the beginning of Chapter One in the novel, Heart of a Dog ?

At the beginning of Chapter One, the dog is wandering around the city begging and foraging for food in alleyways. A cook sees the dog in an alley and throws boiling water on him. The dog is in pain, cold, and very hungry.
