How does Dr. Summer first meet Hatter in the novel, Hatter Fox?

Dr. Summer first meets Hatter at the local jail while attending a boy who has slit his wrists. He sees Hatter Fox in the jail with the boy and other young inmates. She is directing the other inmates in a strange march but stops to smear the boy's blood on her face and clothes.
