Who is Lucious Malfoy from Harry Potter and the Deathly Hallows and what is their importance?

Lucious Malfoy is a Death Eater. From the beginning of this book, we get the impression that Voldemort is not pleased with either Lucious or his wife, Narcissa. The reason for his displeasure is never revealed.
